I agreed with you.    I don't think he needs to wade to catch fish in the parks.  Been doing it for years with my kids and my old man.

oneshot doesn't fish in the park. So it doesn't really matter for this discussion what you can or can't do in the park. 

If you are going to fish the river you can do it without wading but It's not going to be very productive. Go across the bridge to Bennett Springs access and try to effectively fly fish from the bank. It's not happening.

I guess I  misread his OP , thought  he intended to fish the park, on rereading it, he says he fishes the river. So, at that access,  what are the factors that prohibit  bank fishing? Can it be fished with spinning tackle from the bank?

Nothing really prohibits it but if you are fly fishing then you only have a couple of spots where you can cast effectively. And then you have multiple current seams that you are trying to deal with. It's not easy to get a decent drift through there. 

I only fish that area during the winter and usually have a buddy with me that doesn't wade and uses spinning gear. He spends most of his time watching me catch fish from the shore. I'm not saying that he never catches any because we both usually leave with a limit, but I catch a bunch more. If he would wade though I'm certain that it would be very even.

On the river, not the trout parks, I'd hate to be restricted to the bank.  In the parks, you have a lot of groomed land behind you and nice paths, you have fish all piled up in easy to reach places, and fishing from the bank is very doable.  But on the river, the fish aren't nearly as concentrated, they hold in spots that aren't always easy to reach from the bank, and there's always something obstructing your backcast.  Yes, you can always roll cast, but it's usually better to be in the water.

The easy fly fishing is always in and around the riffles.  I don't want to be restricted to just one riffle area, I want to be able to wade (and float, possibly) to several different riffle areas.  Tough to fight brushy banks to get up or down the river very far.  So I kinda agree with Wrench, it would be better to work on your wading legs and get to where you can wade, if you want to fly fish.  It's tough to position yourself to fish a riffle area from the bank, as well.  

So while fly fishing is very easy and effective in the parks for the bank angler, the river will be a lot tougher.
