Probably something blocking the high speed fuel circuit in one or more of the carbs, but if you are rebuilding the carbs it's best to just go ahead and refresh the entire fuel system (carbs, fuel pump, primer, clean out the filter, and replace all the hoses).   

Here are the "kits" required to do it.  

I can do it after October 9th, or I can send you the kits if you wanna tackle it yourself.
