I know for length no legally but can you legally clean fish on the bank?

Technically no, because it may be hard to identify a fish by a piece of meat.  

Never heard of anyone getting busted for doing it though.

Depends on the area.  Trophy trout management area, no.  Fish have to be whole to identify and measure.

One MO law that sucks is what is considered a baitfish.  I grew up in AR and any legal fish could be used as a baitfish.  So I filet a mess of crappie and I can't put a head on a catfish pole...that's ignorant.

LOL one time I know a guy that caught a undersized Smallie on the river. No problem build a fire and eat it right there.
