Seen plenty guys driving back on C.O.E. Land which is illegal.

Now I’m thinking with a Boat will make it easier and be legal or does it not matter?

You can access many COE managed area by boat.  Simply beach it and go hunt.  What you cannot do is camp there, you can only camp at designated camping areas.  As for the guys who like to drive out and go 4WD though fields and accesses, they are difficult to catch, however occasionally they get stuck and they do get caught, usually expensive for them after a Violation Notice, fixing anything they tore up and a tow bill which if they are a long way it is very expensive.  Best one was a guy who got stuck way back in a creek bottom, before he could get it towed out, we got one of this BIG rains and it was six weeks before he even could see his truck again.  Others have called friends who gutted transmissions or shredded tires attempting to get them unstuck.

Say what? 

You're not allowed to lay on the ground and take a nap?  Is it ok to sit on a rock and retie a shoelace?

Dang, guess I/ we have been breaking the law. We have/had a bow camp for years on the banks of Truman. I have missed it lately because I have been fishing in Michigan.    

   Some guys fish, some guys hunt, some guys drink.  We always had boats on the bank and trucks nearby. Never have cut a fence, always an access nearby.

You Can Contact The COE Office for Truman Lake for Clarification.  If you need a number let me know.  A large part of the lands on Truman are managed by and leased to the Missouri Department of Conservation so there may be some differences.

We have a Cabin by C.O.E. Land so I stay there. Most the land around Truman Lake is open to public hunting.

My one G.P.S. don’t show C.O.E. boundaries so I got one that did.
