I always use carb cleaner for starting fluid on gas engines rather than starter fluid(ether). Not sure which is better, I have just always done it

I’m gonna check for spark, fuel delivery because I think the primer bulb is shot and get some starter fluid. Then go from there to see if I can get this motor running.  Then a carb.  If it runs I’ll fix the electric start.  

Primer bulbs are a very common issue on small engines
