My understanding was this system of communicating emergencies was created some years ago, and a bill was passed at that time they incorporated it that said the govt has to "test it"...send out a test message, at least once every 2-3 years (I forget which). So they did. Just like the monthly emergency test sirens that go off in the town nearest you. Just like changing oil on machines and periodically working valves and pumps that may not get used much. Maintenance items, plus it reminds people how to use it for when it becomes important. They don't need to know YOU got the message...they need to send the message and know it was sent out. A small number of people across the US can provide the answer. It's a good system...most people have a cell phone these days. The ones that don't probably aren't listening to the radio or watching TV much either, so how do you get a message to as many people as possible, as quickly as possible? If satellites get knocked out, we lose the electrical grid, and other forms of communication are lost...we won't know what's going on. We'll have to get our information of what's happening in the rest of the world from the Pony Express riders and traveling minstrels.
