Quillback Posted March 12, 2017 Posted March 12, 2017 Beginning this year, you now need to bring a pencil rubbing or printed photo of or your HIN when registering a boat in Arkansas. Here's the change info: Beginning on and after January 1, 2017, the Department shall not renew or update ownership of a motorboat without verification that the hull identification number (HIN) complies with federal requirements. When renewing a motorboat, or applying for registration for a newly purchased new or used motorboat, the applicant must present verification that the HIN complies with federal law. Such verification may be a legible pencil rubbing or a legible printed photograph of the HIN. To obtain a pencil rubbing, place a piece of white paper, such as computer paper, over the HIN and rub a pencil over the paper until the number appears completely and legibly on the paper. Stump bumper Posted March 12, 2017 Posted March 12, 2017 Taking a picture with a cell phone and printing it sounds so much easier. though it never ceases to amaze me the number of people that buy smart phones for $700 and spend $200 plus on the best multi function copiers and can't email a picture, attach docs to email or scan and email. Then again if people born before 1960 lean how to use Google search and watch videos my company will no longer need me as a manager. After thinking this over and the average age of the boat owners in Arkansas, pencil rubbings are a great idea. Not that age has any bearing on learning but there is truth in old dogs new tricks.

This is a federal regulation that has been on the books for a long time but it wasn't adhered to in AR. We have received a bunch of questions about it. We found out about this change while on a fishing forum, lol. You would be amazed at the stories we have heard about people's VIN numbers for their boats. We had one person come in our office that had his cell phone number as his boat VIN, lol!! Stump bumper Posted March 15, 2017 Posted March 15, 2017 I think a lot of times the people working at the DMV and tax office make things up as they go. I have been taxed for a 145hp engine for the last 10 years, I tried to change it to 115hp that came on the boat. The lady at the tax office said the boat was rated for 145 so that is what I would be taxed on without looking anything up. If she had looked up the boat I would have believed her, but I really don't think she has every boat model memorized. I just wanted the paperwork correct, but I think she just didn't want to go through the hassle for something that would have not made any difference in the revenue. Then you get to crossing States and my boat came from Illinois with a title on the motor but not the boat. So Arkansas issued a title on the boat site unseen off a bill of sale from a car dealer. Makes one wonder who makes up these rules and if half of them get read or if they just get passed around by word of mouth from one person to another. Now let's talk real ID and TSA. mojorig 1
