I'm still learning fishing the Meramec (been strictly fishing Table Rock the last 20 years), but put in at Pacific Palisades - found a couple little holes a few hundred yards up from the ramp and had no reason to move - no smallmouths though.  A few 14-18" largemouth, drum and about 8-9 crappie averaged about 9-10".  The part of the Meramec at Pacific - is that considered Lower Meramec?

I'd say that is lower Meramec.  Middle Meramec is from Onondaga (actually from the mouth of the Huzzah) to the mouth of the Bourbeuse.  Although I don't know whether you call the stretch from Maramec Spring to the Huzzah the upper middle or lower upper.  

Every major tributary (including Maramec Spring) changes the character of the river somewhat, and makes a good separation from one portion to another.  So Pacific Palisades is below the mouth of the Bourbeuse but above the mouth of Big River--the river is different below the mouth of Big.  Before spotted bass, the stretch from the Bourbeuse to the Big was a great place to catch big smallmouth, and there are still some in there.
