When I'm running on choppy water and I don't have my hand on the throttle lever it tends to come up by itself and the boat slows down some.  Is this something that is normal or is there a way to tighten up something to keep the throttle position the same in those conditions?  It's a Tracker 175 TXW with a 60hp Merc.

Depends on the controls.  Merc control boxes have a tensioner screw.  Aftermarket flush mount controls (Morse, Detmar, etc) often do not.  

After a few years your cables will get a bit stiff and that issue will likely go away.   

Post a pic of your controls and I can tell you if it has a tensioner adjustment.

On my old boat, the throttle tension screw was behind the center cap in your picture.  Does that cap come off?

It might.  I know it presses in to allow me to rev the engine without spinning the prop.
