Somebody has to pay to put minutes on it, and usually that is done with a credit/debit card, or some other identifying source of currency.

My wife's BFF is an ATT wizard, they can circle an area on a map and tell you whose phones were in that area at any given time.  Only takes about 5 minutes.  

 No goofy!

  They don't go to the nearest cell phone tower and check them to see all of the thousands of people that have been by it at that time and then go and start questioning them.

You're lost.   Your thought train has derailed.   Nobody has to go anywhere near a phone tower.  It's checked via computer by an authorized ATT employee.

What's it called when a weak radio signal is picked up by a receiver, amplified, and transmitted further ?   HAM radio guys know.....I just can't think of the word.

 

Edit:.  Never mind, just thought of it....."Repeater".   

Cell towers operate in that fashion by line of sight, or in some cases by satellite.
