Your thought train has derailed. Nobody has to go anywhere near a phone tower. It's checked via computer by an authorized ATT employee.

HAM radio guys know.....I just can't think of the word. Edit:. Never mind, just thought of it....."Repeater". Cell towers operate in that fashion by line of sight, or in some cases by satellite.
