With a MO license & a BLP, if you launch and take out in AR, can you legally possess fish while in AR traveling in your truck back to MO?

If I'm reading your question correctly - Once you leave the water, I don't think a game agent could make a case "where" you caught a fish in your possession.  You fishing license wouldn't make any difference.

I agree.  That said, it's one of those gray areas.  I've been told more than once if it doesn't say you can , you can't.  They could let a Judge decide $$$.

required for a Missouri resident who is licensed to sport fish in Missouri, or who is legally exempted from the sport  fishing  license  requirements  of  Missouri,  to  pursue,  take,  possess  (with  the exception of trout) and transport fish, frogs, mussels, clams, turtles, crayfish and live bait from the Arkansas portion of the impounded waters  of  Bull  Shoals, Norfork  and  Table Rock lakes without an Arkansas Nonresident Fishing License.

Says you can transport. I'd still clarify that with AGFC, because once you are out of the lake you have no proof of where the fish came from.

Ok, adding another question, Beaver Lake is the beginning of the White River Chain of lakes, correct?

Then will the White River Boarder permit work on Beaver Lake, I am a Missouri resident and have MO fishing, trout and WRB permits. What do I have to get to fish Beaver Lake.

No.  There's no part of Beaver Lake in Missouri.  Just like Taneycomo, it's not in Arkansas so it doesn't work for Arkansas residents.

It is also my understanding that it only cover impounded waters therefore going up the Kings River once you cross into Arkansas you would no longer be in impounded waters and therefore the permit does not apply in that area. 

Its not explicitly stated and is a somewhat grey area due to fluctuations with lake levels but could get someone in trouble chasing whites or walleyes. 

If this is wrong please correct me.

  "Bull  Shoals, Norfork  and  Table Rock "  No gray area, it is specific.

If you want to fish Beaver you will Ar, nonresident fishing permit $50, if you want to fish Ar. trout you will also need Ar. nonresident trout permit  $12. And you won't need any Mo. permits.

I believe that is determined by the lake boundaries established by USACE .  Done by elevation, not geography.

Here’s what I do. Although I don’t have to buy the MO Resident license because of my age, I still purchase it so I can also purchase the AR/MO border permit. Together they were only $22 last year. I haven’t bought mine this year yet but I will by the weekend.
