ACOE mandating removal of fish cleaning stations from all Docks ?

So a neighbor who owns his own Dock told me that a couple of years ago the ACOE mandated no electrically powered water pumps on docks due to risk of electrocution. 

Now, another neighbor tells me the local Marina owner says the ACOE has mandated removal of ALL Fish Cleaning stations from docks and discarding fish remains into the Lake after cleaning them is no longer allowed.  

Anyone else aware of this?  The local Turtles and Crawdads are pissed !

I haven't heard that yet, but i do know they got rid of the station at Baxter.  The last 2 times i have been there, my power was unplugged from the dock to my charger, and the owner told me the corp was thru there a couple times inspecting and they don't allow anything to be plugged in and left, they just say that the outlets by the slip are for convenience only while you are at the dock.   Needless to say, it wasn't very convenient for me when i went to get in my boat at 6 am after driving 8 hours to get there and the batteries were dead. 😬

I think the COE is all over the map on many issues.  At are recent inspection, we were allowed to keep the fish cleaning station but had to have the pump out of the water when not being used.  However, we were required to remove an overhead supported swing due to structural concerns (the weight of the swing versus everything else supported structurally is nothing - I'm a retired engineer and told the duty officer so but no joy.  Shortly after that the dock next to us had an inspection and their swing was OK.  

You can't make this stuff up.

I was told by one of them a couple years ago that if the power was not hooked up to charger then they want the power cord removed from the outlet
