Nutrients, primarily Phosphorus from wastewater discharges.  Springfield being the big one.  BIG algae blooms before SGF put in nutrient removal.  All discharges to Table Rock lake now have P limits, and the larger ones also have Nitrogen limitations.  You are right about MDNR getting that credit.  They're the water quality protection agency,

Phosphorus limitations are good and bad, too little P is the sole cause of the "rock snot" Didymo  bloom.
