They are appointed, they don't collect campaign donations. And the last I checked, Simms isn't exactly a power broker in Missouri. As for MDC getting money off sales taxes...1/8th of one percent of the sale goes to MDC. If a million anglers went out and bought $80 boots IN MISSOURI (instead of ordering them off the internet from someplace that doesn't collect MO sales tax, or buying them out of state), that's $100,000 to MDC, which is not quite chump change but isn't going to be a big part of their revenue. You conspiracy theorists are pretty far out in left field. As for enforcement...again, you can't exactly hide felt soles if an agent comes up to you and checks. So what if you haven't seen an agent on the stream in ten years? So what if each agent has a whole county to cover and a thousand other duties? The thing is, there's always a chance that one will check you at some point, and you don't want to be obviously breaking the rules when and if that happens. Fear factor? Maybe. But what ISN'T at least partly the fear factor in enforcement? You may obey the rules because it's the right thing to do, but a lot of people would break them if they weren't afraid of getting caught, no matter what the regs are. I'd like to see more obvious, visible enforcement (and more money spent on more agents) just as much as the next guy here. But deciding not to institute a regulation simply because there isn't enough enforcement is the same as surrendering to the problems that regulation would address.
