I'm also sorry for the highway patrolman who surely didn't want this to happen or knowingly endanger the kid. This I also agree with. I feel terrible for all involved no matter what the details are.

cnr Posted June 4, 2014 Posted June 4, 2014 This could of easily been avoided with a Type I life jacket. I can understand not securing a person onboard in the event of capsizing a boat. But tying their hands without enough floatation is inexcusable. The water patrol needs to change their floatation standards.
