Dylan Cluver
The best thing to do is have a game plan for all water levels. You can catch fish at all flows you just gotta figure out how. Once you do and you quit living by the flows you will be a happier man. laker67 1 No one gripes about obese fish.
MOPanfisher
As I understand it the SWPA generation schedule is what is planned in advance. However that goes out the window if the need isn't there or if a need for more peak power arises. Coal and other plants don't have the quick response ability. Seldom will the COE simply run water for no reason, usually it's a high water condition or occasionally for water quality issues.
snagged in outlet 3
Best line I ever heard about running water was a girl working at the gas station in mountain home. She said they run water whenever they want and not even my dad can figure their reason. Phil Lilley and Greasy B

Another way to deal with high generation is to plan your trips in the dry season. I fish the BS tailwater from October to February, sometimes I can go years without high water. His father touches the Claw in spite of Kevin's warnings and breaks two legs just as a thunderstorm tears the house apart. Kevin runs away with the Claw. He becomes captain of the Greasy Bastard, a small ship carrying rubber goods between England and Burma. Michael Palin, Terry Jones, 1974
