No it is a crankcase air pressure line. Pulses of air pressurize the reservoir tank and force oil up to the engine mounted reservoir. The one with the blue stripe is the oil line. No offense but it doesn't sound like you are qualified for this job. You'll blow the powerhead if you don't do this correctly.
