If you look at the yearly lake levels for the past 5 years, it is almost never at that level. Was it established when the lake was first created? This is the estimated water level that is necessary for the Lake to meet its regular power demands for hydroelectric power production. As straw hat said it is an elevation that is established to allow an impoundment to meet its authorized purposes, whether that be power generation,flood control, water supply, navigation, recreation or whatever else was authorized. Sometimes noted as power pool, conservation pool, or multi purpose pool (probably the most correct).
