In other words.....Had they each owned their own well, there would have never been any arguments, animosity, or hard feelings.   

Had they done it right up front - agreed in writing how to deal with expenses before they come along - there would be no need for arguments, animosity or hard feelings.

Hey one shot,

   Why don't you build a ram pump. I have a close friend that lives just outside Weableau  he is pumping water uphill to his pond. Quite the deal. Look it up people.

Been getting water from a Well down the Hill,then pumping it into a Tank. Then using a RV pump to pump it through the Cabin. 

Can't have a Septic Tank because we're too close to the Lake.

Setback for a septic system is 50 feet from a classified stream, lake or impoundment and 10 feet from property lines.  That new lot you bought will be perfect for a properly designed and installed on-site treatment and disposal system.  And it will add more value to your cabin and property than it costs.

Why can't you have a septic tank without laterals?  I can see a leach field near a body of water, but a septic tank is a tank for storage.  Just have it pumped out when it fills out.  Nothing goes into the ground.

Holding tanks like what you are suggesting are seldom permitted.  Because people just let them run over.
