Sorry but you will get no specific location advice. They should be moving out of winter holes by then...kinda scattered usually. When you find them, you will find them. Fish some jerkbaits and some cranks until you get bit...then get the jig out. Or fish the Ned until you get bit. You will have to cover some water until you find them...Would stick to middle main stem of the larger rivers on your list and hit the mouths of the tributaries. Maybe paddle up the tribs some. Best bet will be mid day with a warm up. The outfitters probably wont be open yet, so you will have to do it yourself.
Do give it a try...A ball head jig can turn into an aspririn head in about 5 seconds...A bench vice will do it. Then powder coat & bake before you tie. Tie those on Bite Me jigs...Ball heads with weed guards...Not sure if still in biz...Liked em, so ordered several hundred.
Looking Good....Billy Westmoreland was a fan of bear hair aspirin head jigs...and so am I....My #1 jig this time of year. Followed by the late Ron Krueger's Flair Hair.
Doubt if you can do much damage with a 9.9, wont go fast enough to really break anything. Just grind that prop, drag it, and bring extra prop & pins. Might bunjee the lock down pin so the skeg bounces if you hit bottom or a big object.
Haven't been looking for them. Pass shot a big honker while scouting a couple weeks ago, but have been busy with the holiday's and winter float. Not seeing anything other than the resident ducks on the local park pond right now. Had a couple bunches of migrators visit for a day but none stayed more than overnight. Lots of Canada's loafing on un-huntable ponds in the STL area now, driving by several hundred daily. Might try to wack some on the MO river this weekend.
I wont eat ANY farm raised fish, or ANY seafood imported from Asia. They feed Tilapia poop in Asia....Saw Tilapia for 99 cents a lb at the Mexican Market in Marco, IL Florida, and nobody would touch it. Grouper heads & snapper were selling fast though.

No 24” browns harmed, several 23” range, many legal sized browns, some smallmouth, a rare largemouth caught, few rainbows. Felt sorry for the fat man in the 10 foot kayak yesterday. He ate it hard several times while in view.

Have way to many gizmo’s. Those Keurig’s are expensive and they generate tons of plastic waste. We use a stovetop expresso maker Bialetti 6 cup. Works great. Always rinse it, but Never wash it.
