Sure you can. The question asks if you are an "unlawful user". You can be silly high on legalized drugs and still answer the question truthfully. Medical Pot is legal if you have the script. Possession is against the law "Federally", they don't care about the status of your state and local government. You are answering the question in a State. Missouri pretty well gives the finger to the Federal Enforcement of its silly rules. We have made that clear, but has yet to be tried in court I believe.
