If anyone knows a lawyer who likes to hunt and fish they could use Executive Order 13443 to possibly put an end to this. All you would have to do is prove the ramp is used for launching a boat for hunting and then the ACE would be in violation of the order.

Well most criminals are also lazy, and don't like to work hard to steal something. For a moment let me be a small devils advocate, if the park/campground was closed and all the buildings razed to the ground, BUT the ramp, road, and parking lot left open and available how many would still be upset.
