As for boat operator training, you can y5each, explain, show videos etc. But the lions share of the learning comes from driving a boat.  Bad conditions  (wind/ current for a boat or snow/rain for cars) it is even more a hands on skill, which we as human's often often over estimate our abilities to react and make judgement decisions.

It occurred to me while casting today, we have an honor system for legal catches, lures, life jackets, kill switches,etc. seems easy enough to put a speed limit on zones, areas or conditions and go by honor/partner/Marshall word. 

For example, reed paths on the big O are 45. 3 boat wide channel is wide open.

That' because the real estate value is notably more expensive around the precious "manatees".  Ever notice that correlation? Property and speed limits or no wake zones?

Case in point is this Tactical Bassin video where he shows how Run in choppy water. Don’t really learn anything watching the video.  And he has a hot foot. Not many people have hot foot throttles.

Are foot throttles the majority or majority or minority in glass boats? My first hot foot was 20 years ago in conjunction with steering trim.

I can’t imagine not having both of those now. Only down side I’ve found is wearing flip flops or sandals and forgetting the pull back bar across the top of your foot. 

I know a few guys that don’t have them primarily based on the boat didn’t come with one.

Hot foot throttle's are popular but there's a lot to dislike about them.  In rough water it's best to have a consistent throttle setting, and that's impossible to do when your bouncing around in your seat.    For years outboard manufacturers did not even offer them, they were strictly aftermarket items, but now Merc offers one for smart craft applications only. Lots of premature powerhead failure was caused by foot throttle's back in the Black Max days. 

Another reason they weren't offered by manufacturers is because unless you keep a very neat and tidy boat they are dangerous. Stuff laying loose on the floor of a boat always finds its way under the console and right under that hot foot, never fails. If you ever lose a jar of pork rinds, spool of line, water bottle, or bottle of Real Craw....you can usually find it trapped in the hot foot.

There was an accident last year at the boat ramp because the guys GoPro Hero (that he thought came loose from its mount and flew in the lake) got jammed up in the Hot Foot.

Anyone know what qualification there is for the Tour? Is it invite like Elites? I really don’t know. 

If your wallet qualifies,  you qualify.
