Missouri rules prohibit rubber and vinyl in flies.

According to the  MDC spokesman I had a few e-mails with, last week, flies constructed with materials that snap back, like rubber,vinyl, and silicone, are illegal in the fly fishing only areas of the park streams, and the ribboned areas of trout streams. I didn't think it was right so I e-mailed the  MDC and ask. According to them rubberlegs and antennas and vinyl ribbing is a no go.

Proof that the folks employed there don't even understand their own rules.

Trout Crack (vinyl rib)

Foam beetle (rubber legs)

Montana Stone (rubber antenna/tail)

Pat's Rubberlegs (duh!)

Copper John (latex or silicone wingcase)

All of the above can be bought at the Bennett Spring Park store. And can be used in any of the RED/WHITE/BLUE ribbon areas.

It's the only water I've ever heard of that was restricted to bait. If I wanted to fish it with my fly rod I would, you can roll cast a worm (garden hackle) or fish a Trout Magnet just like you do any other jig/beadhead.

No they didn't quote the definition of a fly. 

D) Fly—An artificial lure constructed on a single-point hook, using any material except soft plastic bait and natural and scented bait as defined in (A) or (B) above, that is tied, glued, or otherwise permanently attached.

Doesn't the term  "soft plastic" include rubber legs and or other body parts?

You can use those flies outside of the fly fishing only zones in the park. Just not in restricted areas or as I was told, in ribboned areas of streams, whether your fishing for trout or other species.

It reads as "soft plastic bait"  which in my interpretation would be something like a plastic grub or worm, not appendages on a fly.  But that's my opinion.  Certainly a rule that needs to be re-written or clarified.

I should have clarified better when I said fly fish. I meant with flies like you use any where else in the other zones.

Main question.  Does anyone know if a fly-fisher has ever been ticketed for a fly with materials in question?  I have never been aproached in a trout park by any agent and asked in 30 years.

Jeff that is my interpretation as well. That a bait would not be considered as a fly it it had a plastic bait like a grub or a craw etc. I also agree that the agent would have some discretion during any enforcement situation.
