I think it could happen if they were nailed for indecent exposure. Well i do not worry about it. They would have to look awful close to see anything anyway.

13 states require people convicted of urinating in public/indecent exposure to register as sex offenders, and yes missouri is one of them. I have no idea if the story is true, but this is one of those things that can ruin someones life/reputation in a second.

that is how it works and there should not be people on that lust who have not been convicted by a court of law. this whole thing has gotten out of hand.

Sometimes being "convicted" just means that a prosecutor and his cohort local lawyer drained a person of their funds and forced them into a plea agreement.

At the rate that the registry is growing it won't be but a few more years until you won't be able to swing a stick without hitting a sex offender.

Sadly the "system" has gotten a little carried away and the registry is losing its meaning and purpose.

Yes it is true that this citation can get you on the registry. I have a friend in FL who was cited for urinating in Public in 1978 when he was 18, Paid the 25$ fine ( He had to go and there was no place but trees off the road and an officer wrote him ) Flash forward about 30 years and he gets a notice he must register as a sex offender.

The registry is IMO a cruel and unusual punishment and a violation of the constitution, as it continues to punish a person long after they have served their sentence. It causes people to not be able to gain employment and sanctions them from other aspects they could have if they were not on it AS WELL as not allowing them to live in certain areas and even endangering them in some cases.

I do feel strong as I watched a man who is IMO a great role model go through hell because of this stupid registry and law. True sex offenders are one thing but this registry and the labeling of what is a sex crime is another. There are even people who went steeking at a graduation on the registry, SIMPLE STUPID KIDS PLAYING and now they are sex offenders.

From the Missouri sex offender registry website...

Offenses Requiring Registration (589.400)

Any felony offenses in Chapter 566, RSMo, Including attempts and conspiracies.

Any offense in Chapter 566, RSMo when the victim is a minor.

Offenses not under Chapter 566, RSMo that require registration are:

  • Kidnapping when the victim was a child, pursuant to Section 565.110, RSMo - excluding kidnapping by parent/guardian. (589.400.6)
  • Felonious restraint when the victim was a child- when not the parent or guardian
  • Promoting prostitution in the first, second, and third degree
  • Sexual exploitation of a minor
  • Promoting child pornography in the first and second degree
  • Possession of child pornography, furnishing pornographic material to minors
  • Public display of explicit sexual material
  • Coercing acceptance of obscene material
  • Promoting obscenity in the first degree
  • Promoting pornography for minors or obscenity in the second degree
  • Incest
  • Use of a child in a sexual performance
  • Promoting sexual performance by a child
  • Endangering the welfare of a child, pursuant to 568.045, when endangerment is sexual in nature
  • Sexual contact of sexual intercourse with a resident of a nursing home
  • Genital mutilation of a female child
  • Furnishing pornographic material to minors
  • Abuse of a child when such abuse is sexual in nature
  • Juvenile offenders, certified as adults, who have committed an offense comparable to or more severe than aggravated sexual abuse
  • Juvenile offenders fourteen years of age of older who are adjudicated of an offense that is comparable to or more severe than aggravated sexual abuse

I don't see anything indicating that urinating in public would constitute an offense that would require registration in Missouri. I'm no attorney, but I think it would be difficult for an prosecutor to convince a judge that anything about urinating was sexual in nature. I'll research your laws more later, have to get back to work.
