no kidding!!!!!....so you guys think Joe Homeowner is gonna be able to deal with that......give me a break

Good advice, right there. It appears that area has working "911"; so very likely any home owner Josie could manage to do something.

Just think three numerals to dial. That doesn't look to technical or very dangerous.

Kinda my thought. 

Maybe Joe Homeowner can't work a phone. 

Maybe this is a little more technical than we thought.

If it's gas I doubt  there's much lake  pollution going on  gasoline flashes off fairly easily even in cold temps, so would be an air issue.   It does sound sorta dangerous to unaware visitors. 700' of 2" pipe would hold  about 140 gallons and if the only shut off is 700' away, it almost sounds like a safety issue at all times.

You took the words out of my mouth.   I don't think the average citizen is equipped to deal with a gasoline leak.

If it is a leak is in  a above ground pipe it can be stopped but putting a sleve on it. To be truthful I cannot believe the situation has gone for as long as it has. The Police or county sheriff would have to have reacted long ago. Geez never heard such stuff.

fwiw, duct tape will stop a no pressure leak. Just go round and round. But ultimately the emergency services need notifying, call 911 immediately and let trained personnel deal with it.
