Wiggle warts pivot in the middle and don’t have any action in the belly hook like others (baby 1 minus and others) but they work good with a tail skirt.

Regarding Al Agnew...He is specifically known for 2 lures. One, is his own remake of the Shannon Twin Spin, the other is the plug with the belly skirt. He has tweaked them for as long as I’ve known him. Knowing Al and his attention to detail, he has undoubtedly found the best method for each of these through years of testing/perfecting.  I’ve seen his belly skirt lures auctioned off for $75 each. Rather than question his judgement maybe you guys should listen.

I disagree, but that's not a knock on Al. He has found the best method for him. Period. That's it. You can spend all you want on one of his lures but you will never be able to equal him in fishing it. Fishing is so much more that lures and equipment.

Nobody is questing his judgement. Simply explaining there are other options and sharing contradictory experiences. 

It's a shame that some refuse to continue to learn. I'm still picking up bits and pieces as I go. I'll never accept the fact that I have learned it all and there is nothing else.

I think it was my Russian professor that told me in some culture (I don't remember which) that the definition of old includes people that think they know the best way to do something and refuse new ideas.

My youngest was talking over dinner awhile back about how boring and pointless her 3rd hour class was.  Jokingly I told her to have her big sister paint eyeballs on her eyelids....and she could just take a nap during 3rd hour.

Two days later, on the bus, they did it to 4 kids, and when Madi got home she said "Dad it WORKS!" 😃

I got yelled at for that, but it was worth it.  🤙

Hey, I'll try not to bloviate...although now I'm wondering if Gavin's alter ego is Whitesnoop😁😁.  Just want to say that I certainly am open to new tricks, otherwise I wouldn't be spending hours upon hours making, modifying, and testing lures in the pond by the house.  But when it comes to shallow running crankbaits, I keep going back to vinyl skirts.  Flysmallie is right, it works for me, and others' mileage may vary.  I'm not sure whether it makes any difference on deeper running lures that the fish are looking sideways at or down at, but a skirt of any kind on the belly hook is darned effective on shallow runners that they are looking UP at.
