I wonder if this is like the plan to dam up Crane Creek that has been around for decades.  I knew some guys who are long since dead that bought up land that was supposed to be lake front property.  It is still old rocky hill sides down in Stone County.

about five minutes to two interstates and six or eight minutes to downtown  Joplin, it has potential if not interest. The thing is this is done under the table and ready to eat deal or they would not publicize it.  Just more stream sacrificed to keep the COE in business.

I saw nothing in the article that indictates the COE would be building anything.  Perhaps I missed it?

Article with more explanation. Would be south of Carver. Corps would build it. It would be open to recreation with restrictions.

Still nothing in there about the COE building it.  Don't get me wrong, jump hough all the hoops and have enough money and the COE could certainly handle the construction.

We are COE approved steel supplier and we supply a lot for COE projects across the country.  While they may spec and oversee a project they rarely “do” the work. Usually contracted out via bid schedule.
