I was told today that they wouldn't be available until the 15th of February.  Which just doesn't seem right.  What if someone wanted to go on their first winter trout trip in late January...... Would they have to buy a 2020 permit that is going to expire in a month?

I prefer buying permits in person vs. online because I can pickup the latest Wildlife code book and all the other literature that covers all of the rules & regs for the year, at the same time.

Yes...in your scenario.  They would need to buy a 2020 permit.  I think you can buy 2021 permit anytime...just the active date isn’t til March 1st.  In other words you basically buy anytime in December to February but not active til March 1st

The permits expire 2/28...so as long as you have current permit you’re good.  If first coming into system you could save money by waiting until end of February

Buy the license online...it’s pia to get at Walmart or wherever.  They all act like they’re put out by selling you a license...don’t have to print them..keep your conservation card on you like a drivers license

If they sent you a copy of the Wildlife code, and the other 4 rules and regs booklets THAT WE PAY FOR when you purchase permits online then that would be cool.....but they don't.

And finding current regulations via their website is not always user friendly.

If you can read that cryptic little book...you should sit for the bar exam...if not...pay your twelve bucks and go on

I can read it.  And I helped pay for it, so I prefer to have a copy of it, along with the easier to read "Summary's".

And it ain't "$12.00".... it's $29.00

I only lived in MO for 20 yrs and never tried to give a license for Xmas but the dates of coverage Mar 1 to Feb 28 had not changed that entire time. So you either plan for it by buying a 2020 license before hand or pay just to have the license in Jan and Feb. Even at $29 it's  cheap.  Drop the hunting part and it's  cheaper still.
