A "tech" said that? A "tech" should know that the only thing that can keep QS activated is a bad temp sender. There's no switch inside the Ppack for QS, it either connects to GND through the temp sender (thereby activating QS) or it doesn't. If you disconnect the temp switch then there's no way in hell QS can even exist as a circuit in a Ppack. So him saying that "the Ppack checked ok but it was stuck in QS" makes no sense at all. QS can either not work at all, or it can fail to deactivate because of a bad temp switch. Whatever 🙄 I'm with you on suspecting a bad stator.

As usual with Mercury, the carb is NLA and so are many of the carb components (jets, screws, float, ect) so don't drop or break anything or the whole motor will be scrap.
