I would give the JB Weld putty a look there. Mix it, then put it on so you have a good amount of excess to sand. The gray one is a little easier to work with than the white. We were making A-rigs out of it when they first came out.

It's tough, sands well, paints. I use it to tweak do-it molds. Sands nicely with automotive paper, working up in grit. Also stands up to screaming hot lead, so there's that.

Might want to take a little triangle file or cooing saw blade and score the divot a little bit. Give your goop more to hold on to. 

On a mold, I let it cure for a few hours if it isn't super thick. I'd give it 24 on that.

Cut the bill off square (ahead of the line tie).  Buy a new wart, cut the bill off the new one and epoxy it on the old one. 

Or use the bill off a junk one that you don't like.
