I've seen people breaking the rules at the Trout Park but they weren't tearing up the fish by any means so it didn't bother me.   

The old crabby glo-ball trophy sight fisher (that all B.S. regulars know by name only) was always more annoying than any Powerbait or plastic worm fishing people there.

Regulation signs, pamplets, and  the occasional fisherman telling you that it is a violation, does not seem to phase many people anymore. Maybe we should do what my late friend Darrell used to do at taneycomo. He would start yelling and bring it to the attention of all other anglers close by. "Hey this , not so nice person, is shuffling or using the wrong bait, or keeping slot limit fish. It seemed to work better.
