Raptors are protected throughout the country. You would need special permits to possess or use raptors or parts of raptors, e.g. talons, beaks, feathers, etc.

My wife bought a taxidermied owl at a yard sale for like 3.00 

I pitched it (after scanning it for any usable fly tying material) because.....for ONE it was ugly, and TWO because I wasn't sure it was legal to have.
