I almost posted you wouldn't have to have a permit but... I don't know.  I don't think you would if you were in Missouri and caught it.  Arkansas I don't know.  I doubt it though.

That could have been from the flooding or a remnant from old stocking. Rainbow Trout were stocked in Bull Shoals Lake up to 2014.

For the Arkansas side, you would need a trout stamp to harvest a trout from the lake.
