A pegged bead can still slide. Alaskan guides, peg and put a snell knot below the pegged bead so it cant slide. Its an expensive ticket if the bead is closer than 2" from  to the hook in Alaska. You will need to tie some thread on your hook to be legal with a bead in MO. They come in a variety of sizes, but you can order an assortment at troutbeads.com

I was hoping to make some where the bead is attached to the hook, basically threaded on the hook.

The pegged bead is better, but you can heat a hook with a lighter and melt a bead to it, or melt a ball on some thick mono, thread a bead on the mono and lash one or several to a hook.
