As a MO resident, is the non-res trout permit and a non-res fishing license all I need to be legal for Jigfest?

Yes

There's no such thing, as a bad day fishing!

If needed you can buy a license the old fashion way ;) as well at Walmart or Harps in Mountain Home or possibly Dally's Ozark fly shop in Cotter/Gassville on Rt 126.

FYI Walmart at Mtn Home had some smart posterior kids open and squirt Doe Pee on the whole merchandise isle when I was down last... it was ripe!
If you do not mind that, or a baseball stadium urinal, or the NYC subway,...... you'll be fine!
