I think that he will have to clarify. It might be a question about the rumor that hospitals were being paid to report 
COVID cases and deaths in the US that incentivized inflating the numbers.

I’m not sure that I understand you any better than I do him.  Who would be paying hospitals and in which countries?

Well I’ve heard of them paying here and talking about deaths being so high I was just wondering.

I've "heard" the same story from several people, and I've put on my best detective cap and internet researched it, and as far as I can tell, this is largely a myth.
