It's kinda unusual today but years ago turkey hunters shot several people  every season. Blue or red seem to be bad colors to wear.

I'm always surprised that they allow hiking on CAs.

I saw that they posted signs that there was hunting that day.  Appear to be some kind of draw hunt?  Is it a Conservation Area?

I've hiked that trail several times.  Its got to be one of the most popular hikes in the St. Louis region.   On weekends there are always 50+ cars parked there and overflowing out onto the highway.  Doesn't strike me as being a great place to hunt unless you wander WAY off the trail.  This hunter sounds like an idiot for not seeing clearly what he was shooting at.

Was this one of those lameass special MDC things where they give a seminar, and then take urbanites out so they can "experience outdoor sports" ?    

If so, then I hope the hiker sues them for so much that they can never afford to do it again.

Governments can always afford to do it again, and you can pay the lawsuit off in taxes.

That's fine, I'd rather give the money to the victim of that shooting, than to spend it all on examining mail-order ticks...... or whatever else stupid project they've dreamed up to waste money on.
