CLoyd gives ya a great starting point. Like to start there myself allot of nights. If you are flyfishing you can also try stripping big wooly buggers. White mole hair leech patterns work well too and I think Phil still had some at his place last time I was there.
If you bring a spinning rod you can throw sticks. I've posted up a few reports on how to fish them, but anything shiny or rainbow patterned work well. Especially with this flow I think you'd be on them with a little bit of water running. 2500-3500cfs is my favorite flow for throwing the jerk baits. You can throw jigs too. White works, but dont be afraid to throw darker patterns as well.
Good luck and please be careful. Take a buddy if you can. I try not to wade at night by myself when the waters on, and watch the water level too as a few of us have had them crank it up with no horn.
The 1:00Am bite is crazy, but totally real. For whatever reason at 1:00Am the fish just turn on. Not sure why, but its a weird phenomenon and something makes them hungry. It only last a little bit, but you'll see them all worked up.
