It actually does at times, just for a minute. So the muscle is still there (obviously) it just.....I dunno. Deflates? Looses blood flow? Sometimes he lays on his back with all 4 feet up in the air, and when he first gets up from that position his head will look normal for a bit. Some fluid or something is moving around in his head. It worrys me but there's nothing I can do about it. Sounds terrible but I'm not spending thousands of dollars on this peckerwood with no guarantee that it can be fixed, just so he can look normal. If it was hurting him or causing him pain that might be different.
