No tags for me either. There is no way that I’d pay $10 for a 1 in thousands chance at a tag for either. Just another MDC ripoff. Resident tags should be free for everything. The sales tax revenue they collect should be more than enough.

Then why have trout tags or daily permits at the trout parks? Seems like a pretty naive thought process.

No it is not naive. Permit sales are a minor source of MDC funding  (17%). Sales tax is 61.5% and Federal funds provide another 16%. They could cut back a ton of waste and never miss the permit fees.

 If a business were adding a new business line, you need the budget to support the resources and staff to run that new offering. Initially you work within the capital and resources within your current budget.. However, it's been my experience that you then charge your clients to cover that overhead and resources.

No different here since the lottery could be considered a special use permit similar to the trout tags, migratory stamps, etc.

So I still contend that the thoughts that there shouldn't be a charge for the lottery, etc. is still naive.

Businesses don't automatically receive income from some kid purchasing a candy bar and soda 300 miles away.
