In shallow water.  Absolutely.  But deeper than 4-5 feet depending on water color the bobber improves hookups dramatically.   I’d rather fish drys, streamers or soft hackles any day.   But many times bobber fishing the tail waters is what works.  Especially heavy flows.

No doubt.   Slow slick water and a zebra midge bite..... it's either put on a bobber, or just go drink beer.  

That probably why I'm not a huge fan of tailwater fisheries.

I just looked up your Dalmation pattern. In a #14 that would be a mouthful for them.  That's a maybe next time, time to tie looks like more than a minute. Not even sure I have calf, it's been a while since I look for it.  Griffith's gnat I always have, but I'm not apt to use a one that small with cold fingers, maybe an 18.

My daughter actually does best with a #12.   It's an all purpose dry.   Could be a mayfly, could be a caddis, could be a ball of midges or a ball of trico's.  Nevertheless it seldom gets refused.   If a fish moves towards it then it's going to eat it.  When it comes to fishing dry flys in the winter..... Go big or go home! 

 That 22-26 midge or trico 7x BS ain't for me.  🙂 Especially when my hands are cold.
