I bought a used Kayak and a used Trolling motor all off Marketplace. I've always was told even a Kayak with a Trolling motor has to be registered in MO. So I started looking into what all I need.

If I'm reading this right. I don't have to title or register my Kayak. It clearly says except Trolling Motors... I'm I missing something?

If that's the case. I need to figure out how to provide a bill of sale for the Kayak and TM. Do I just make up some bill of sales? Not sure how legal that is, but I doubt I can find the guy I bought my Kayak off of. All I remember he was from Marienville. The Trolling motor I just got last week. I might be able to get him to agree to meet me again. But that's up to him really. I should have thought of it when I got it.

just lie and have a friend write you a bill of sale. Tha state says that if you have a boat registered in another state and it is kept in this state for more than 60 consecutive days you are supposed to register it so they can collect taxes registration fees and so forth but I can tell you that does not happen. Many individuals keep boats in this state at marinas ,dock spaces and so on and never move them out of state once they are here because they don't want to pay property taxes on them. I don't know if I would worry about titling them I know for a fact that Jackson county has a patrol boat on Lake Blue Springs parked right next to a State Highway patrol boat with expired state of Mo. registration since 2019.

This says the trolling motor doesn't need title & regis. "All outboard motors, except trolling motors and electric outboard motors, must be titled and registered. "

This exempts the kayak from title and registration

But when you put the trolling motor on the kayak, does the kayak come under "All motorized boats" ?  I think it does. Just like when I wanted to rig my 17' canoe with sails and Mo wanted to title/tax it under "sailboat over 12' ". Department of Revenue is there for the purpose of collecting money.

Technically as soon as you mount a trolling motor to the craft, the craft needs to be titled and registered.   However, this is usually only enforced if the official checking you is in a bad mood......or is just a general douchebag.    

In many cases, the fine for failing to comply is less than the hassle, and cost, of attempting to comply, by the book.

This certainly confuses many people.  Here is the deal:  you must register outboards.  You must also register the boat that the outboard is on.  Trolling motors are exempted from being registered THEMSELVES.  But putting a trolling motor on a boat means that the boat is now a motorized craft and must be registered.

If you don't have a bill of sale, you can't title the boat.  If the boat isn't titled, you can't register it and get the numbers for it.  You CAN contact the Highway Patrol and have them inspect the boat and check the serial numbers to make sure it hasn't been reported as stolen, and then they can give you a waiver and you can get it titled and registered.  However, I've never heard a good story about that happening.  Doing it is apparently WAY down the list of priorities for the State Patrol.  I used to register and title my canoes, because I occasionally used them in other states that require paddle craft to be registered (Minnesota, for instance).  But when I decided to try a trolling motor on one of my solo canoes, it wasn't registered and I didn't have a title for it, so I thought about going the Highway Patrol route, but was told that it was a huge hassle.  So I just took my chances.  Never had a problem, but also rather quickly decided the trolling motor was more trouble than it was worth.

        Well Mr. Agnew you are going to hear a good story about the Highway Patrol today. Had a Neighbor who passed and his wife sold the farm and moved. They had a small Lowe johnboat at their pond for years, many, many years. Always stored upside down and in pretty nice shape. She wanted me to have the boat. I brought it home and cut new boards for the transom. Went to the DMV for guidance. This was my biggest hurdle. We had a regime for years of some in charge there that were terrible. No, no, no where what they told me. I called and talked to a real nice lady from Jefferson City asking what to do. She sent me a very simple form which I got my neighbor to sign. No search for a lost title or other junk. I then called my area MHP office and talked to another person who said I would get a call later in the day. That call was again very pleasant, and it was a MHP officer. I asked where we could meet to run the VIN numbers. He was out of Stockton and asked for my address. He came to me and first thing he said was nice garden. Looked at the replaced transom and said nice job. Ran the numbers and signed the paper told me to send direct to Jeff City and don't even mess with local DMV office. Then we proceeded to talk garden and he asked if he could take pictures of it. 

    Some things are pretty simple if we don't make them complicated. I mostly now do online vehicle when I can with the DMV. Much better folks to work with.
