No a hybrid relies on fuel, if the EV is to successful at eliminating the use of fossil fuels they must be self sustaining. A hybrid is just poor use of fossil fuels.

Government will run out of money to maintain the dams long before they spend it tearing them down.

But look how many have already been taken out.  The one on North Fork from a flood comes to mind.  We have been talking about the one on the Niagua Tunnel Dam being shut down.  What about Powersite?  Isn't it on its last leg.  Every stream in MO of any size had mill dams that have been blown out for a long time.

Nature is already running its course, concrete can only last so long against the actions of water and elements.

Correct. The new Ram is technically a Series Hybrid. A Prius is an example of a Parallel Hyrbid.

I've always enjoyed getting to the root of whatever is in front of me.  I tried and tried and tried and ultimately failed to instill in an O&M staff running water and sewer systems to not just fix a problem.  But to find and fix what caused the problem to surface.

Operation and Maintenance workers, both male and female, basically trained and certified in theory that were tasked with running water and sewer systems.  Hard to find good people in that field on a good day.
