I would assume they would need to keep stored separate in their own bags, dated, and with their out of state license # on the bags.

Oh. They will ticket you. I guarantee it. They don’t care if you used the vinyl stickers they provided. They will expect the fish to be of sufficient length regardless.

I have a trout creel that is like a bag, not the old wicker type.  It is from the 60's and has a rule on the outside. It has had thousands of brookies from Michigan and Canada in it. One day in Michigan I had a small limit (I think it was 5,  8" brookies)  Met the game warden, Max Fembe  and he proceeded to show me that the bag was wrong. AND It was.   It really wasn't close, I still have it and use  it and can prove how something shrinks.

Not sure that it would hold up in Court.

State law on any species except (Special Areas,) such as trout parks where each park is regulated.  I know Bennett you have to stop after your 4th. fish is in the creel, but if the area does not have (Special Regulations) such as Bennett has then this applies:  Any species taken unless Immediately released will count toward or over  the daily limit.

Immediately Released is the key here and the law allows you to continue fishing the body of water even if you have a limit of one species, knowing that you may continue to fish in securing other species in which you are not limited.  Or a mixed bag.  The law realizes that in continued fishing you may catch a species in which you already have a legal daily limit but does not restrict you from continued fishing as long as the species in which you are limited is returned immediately to the water.

Actually no you don't.  There are bluegill, goggle-eye, and Smallmouth bass in Bennett spring.   You COULD BE fishing for either of those.
