Some of the regulatory stuff was/is the result of good intentions followed up by bad legislation, whether it be State or Federal or both.   Nobody wants contaminated water in rivers or lakes, the question is how to go about protecting  them.

Buy it or get the Corp to buy it. that farmer owns and pays taxes on the lad the river runs over, he should be able to use that land or be compensated for the loss of it's use.

Ownership of land does not mean that you can do whatever you want. You have to be a good neighbor and maintain your land for your benefit, the benefit of others, and for those to come. You can always pump water out of the creek. Not much required. Hose, pump, car battery, and a charger.

I'm not whining  about cow drippings in the creek, Carp, just pointing out that if we eat meat it has to poop and stuff runs down hill. Other than get rid of all the meat we can live with the excrement or stop using water.

I can remember as a kid "they" were wanting to build some kind of darn down around Racine to control the flooding of Lost Creek with the purpose of serving the greater Joplin area with water. That never made it anywhere. Not really sure this will go anywhere as well. Government hasn't even stepped in yet and you know that will happen. What about all the studies as well? Environmental impact and all of that? This is still in infancy stages so who knows. I know they can go eminent domain and all, but I don't think it is even close right now.

From what I have been hearing they are getting around some of the environmental hurdles by making it an Off stream lake.  The small streams they will dam up don't always have water in them. Only flow during big rains, But who knows.

Not sure what extirpate means, but if it involves a grill or smoker I'm all fur it.

Big Hill Lake (COE, 1322 acres) near Parsons KS supplies water for drinking and allows recreational activities (swimming beach with change house, boating, water skiing and tubing, fishing, 1-mile hiking trail, 17-mile horse riding trail, picnicking, playground, ball field, mid-lake and dam boat ramps, and a nice COE campground). 

I occasionally fished at Big Hill Lake from 1990 - 2010 with my 68mph bass boat (fast speeds with gasoline motors is OK). Not allowing any recreational activities at a 1500 acre MO COE lake seems BAD when compared to all the recreational activities available at a 1322 acre KS COE lake. 

PWWSD 4 has been treating 'recreation' water for decades while Missouri American Water would not like the "additional work to treat the water". PWWSD 4 treats water from Big Hill Lake and placed 1st in the Best Tasting Water in Kansas Contest in 2002 and 2014, and received 1st place in the 2003 Great American Taste Test contest. http://www.parsonssun.com/business/article_875c468a-ba1f-11e3-8224-0017a43b2370.html
