It is silly, but nothing worth launching a campaign over.  

There are mechanics that quit their marina jobs and try to start "Mobile Marine" businesses around here all the time.  They screw up stuff and force themselves out of town within a few months.   I'd say that the fly-by-night guide thing effects the Established Guides about as much as the temporary "Mobile Marine" gigs effect me, which is not at all.

I'm renewing mine now. It last 5 yrs and is now as ever a horrible costly proceeding. Medical requirement keep changing and you  had better have every T crossed and every I dotted or you won't get it. Phil is right. No liability insurance without a Federal ticket. Most guys guiding in Arkansas regardless what they say are not insured. Without the Fed Lic

Bill, is there a TRL guide association or a place where a novice who is interested in hiring a guide can check the credentials?

What is the maximum penalty for getting paid for taking someone fishing without all the alleged proper credentials ?   I've never heard of anyone being busted for that.

Probably only happens if something seriously goes wrong, as in a boat wreck or client falls out of the boat and drowns.  That's where you will get some scrutiny from a legal standpoint.  Maximum penalty?  Civil suit can ruin you financially.

A bad stator can ruin you from placing in the top three of tournament with a good limit of walleyes? also , learned what a stator was that day.

I just now read all of this. 

This will come as a shock to you but I have agreed with every post you made and your line of thought. This is really a bunch of hoo boo about nothing.
